The Arizona Is Home Mortgage Assistance Program is a first-time homebuyer program that provides below market 30-year fixed interest rates combined with 4% of down payment assistance / closing cost assistance. The Program is available in the following Arizona Counties: Apache, Cochise, Coconino, Gila, Graham, Greenlee, La Paz, Mohave, Navajo, Pinal, Santa Cruz, Yavapai, and Yuma. Eligible homebuyers must have annual incomes at or below 80% of the Area Median Income (AMI). The Arizona IDA offers the Arizona Is Home Program in all Arizona Counties except for Pima and Maricopa.

Our HTS/Emphasys-Lender Online system requires log in credentials and is available to approved, participating mortgage lenders only. Each HOME+PLUS approved mortgage lender is provided full administration access to the HTS/Emphasys-Lender Online system. Users under the system do not need to take mandatory training to receive credentials, your internal management team simply assigns them. – Lender Training:

Each approved, participating lender, has delegated authority in determining who within their origination participates in the HOME+PLUS program and to what level of involvement they will have.  As such, training is not a mandatory Arizona IDA requirement however, it is strongly recommended.

– Interest Rates:

The interest rates for the respective underlying 1st mortgages are set by the Arizona IDA and are the same for each program approved participating lender. Our interest rates follow the market and are subject to the same daily fluctuations as mortgage interest rates outside the DPA program. The HOME+PLUS interest rates are provided on a daily basis and are available to program approved participating mortgage lenders in three formats:
  1. Under the Bulletin Board tab within our HTS/Emphasys-Lender Online system – log in credentials required
  2. Within the Optimal Blue site
  3. Via direct email from the HTS team

– Marketing Support:

HOME PLUS has created some support materials for your use when promoting the Home Plus Down Payment program.

– Payoffs, subordinations and other DPA lien information:

US Bank is our master servicer and has full delegation in the servicing of our Arizona IDA HOME+PLUS DPA 2nd liens.

 

US Bank is the servicer of both the 1st mortgage and HOME+PLUS DPA 2nd lien. The payoff statement from US Bank on the first mortgage will also include the required payoff on the HOME+PLUS DPA lien (listed as RCA: Recoverable Corporate Advance). They provided ONE payoff statement for both the first mortgage and Arizona IDA DPA 2nd lien. Upon receipt of the payoff funds, US Bank will also handle the release of the DPA 2nd lien.

Additionally, the current balance of the Arizona IDA HOME+PLUS assistance is included on the / your monthly mortgage statement from US Bank, again, listed as RCA: Recoverable Corporate Advance.

Finally, we do not subordinate or provide exceptions to the repayment terms on our HOME+PLUS DPA 2nd liens.

– HOW to Become an Approved Home Plus Mortgage Lender:

To become a HOME+PLUS participating mortgage lender, your company must be approved by our master servicer, US Bank under their Home Mortgage Housing Finance Agency Division and execute a Mortgage Origination Agreement with the Arizona IDA.  US Bank does not allow or accept third party originations and as such cannot directly or indirectly accept brokered business.  
There is no application fee to sign up to become a participating lender in the Arizona IDA HOME+PLUS program.  Please contact Dirk Swift at Dirk@HomePlusAZ.com to request an application.

– Lender Portal at Az.Gov: login required

The Lender Portal and access to HOME PLUS LENDER ONLINE (HPLO) is available to approved HOME PLUS Mortgage Lenders only.  User credentials are needed for access and are assigned internally by the lender’s designated system administrator.  Contact Dirk Swift to learn more and setup an HPLO portal account.
