Arizona IDA’s Arizona is Home Program

The 2026 Arizona is Home Program continues to provide valuable homeownership opportunities across Arizona. Annual funding for the program is capped at $55 million. With approximately $37 million in funding still available, we anticipate program availability through September, making now an excellent time to help eligible borrowers take advantage of this opportunity.

Updated Arizona is Home County AMI Limits

Effective with all new reservations, on or after July 1, 2026, the Arizona is Home Program will implement updated Area Median Income (AMI) limits for the following counties:

Hilltop Securities (HTS)

  • New enhancement to Arizona IDA Lender Online for communicating loan status updates.
  • Lender contact that uploads the Pre-Closing and Post-Closing files will now have the ability to include up to six email addresses to receive automated notifications when the loan status changes to Incomplete or Approved.
  • Please see the Guide to Auto Notification Setup for Loan Status under the Bulletin Board on the Lender Online Portal, which provides step-by-step instructions on this portal enhancement as well as how to view loans on Lender Online.

New Home Plus Limits Effective April 6, 2026, the new income limits are as follows:

Home+Plus County income limit for all counties in Arizona is $155,386.00.

Arizona Is Home Program Summary & Program Overview

The Arizona IDA’s Arizona Is Home Mortgage Assistance Program is a first-time homebuyer program that provides below-market 30-year fixed interest rates combined with 4% of down payment assistance/closing cost assistance.

The Program is available in the following Arizona Counties: Apache, Cochise, Coconino, Gila, Graham, Greenlee, La Paz, Mohave, Navajo, Pinal, Santa Cruz, Yavapai, and Yuma. Eligible homebuyers must have annual incomes at or below 100% of the Area Median Income (temporarily up from 80% AMI). The Arizona IDA offers the Arizona Is Home Program in all Arizona Counties except for Pima County, Maricopa County, and Chino Valley, Arizona.

The Arizona IDA’s Arizona Is Home Homebuyer Down Payment Assistance Program provides first mortgage financing and down payment/closing cost assistance to eligible mortgagors.

The down payment/closing cost assistance is in the form of a non-forgivable second-lien loan to the borrower.

Important Notes About The Arizona Is Home Program

What Arizona Is Home IS

1) Offering a below-market 30-year fixed interest rate combined with 4% down payment assistance.

2) Available only in the 13 rural Arizona Counties except Maricopa, Pima, and Chino Valley, Arizona.

3) Eligible borrowers must be first-time homebuyers making less than 100% AMI (temporarily up from 80%).

What Arizona Is Home IS NOT

1) Manual underwrite and NOCB are not allowed.

2) Properties located in Maricopa & Pima counties, or in Chino Valley, Arizona, are not allowed.

How The Arizona Is Home Program Works

1) Existing HOME PLUS approved lenders can access the program through the HOME PLUS DPA online platform.

2) Except for a pre-closing review by the Arizona IDA, the process is similar to the HOME PLUS down payment assistance program.

3) The DPA is non-forgivable and due upon sale or refinance.

4) Lender compensation is 1.50% SRP and 1% origination.

5) Normal mortgage revenue bond rules apply.

How To Become An Approved Arizona Is Home Lender

All existing, approved HOME PLUS mortgage lenders are eligible to participate in the ARIZONA IS HOME program. Since mortgage revenue bonds are used for the financing of the Arizona Is Home program, an additional addendum to the existing mortgage origination agreement applies.  By participating in the Arizona Is Home program, the lender acknowledges the terms and conditions of this addendum.  Furthermore, any future DPA offerings financing via mortgage revenue bonds will also be subject to the terms and conditions of the addendum.  Click below for a copy of the addendum.
